Title: If I myself move a topic, I receive an alert and email about it

Applies to 2.1rc2 and the Github version from 2019-09-01.

Settings that might be relevant:
- [user profile] → Forum Profile → Look and Layout → "Turn notification on when you post or reply to a topic." is checked
- Admin → Configuration → Features and Options → Notifications:
  + "Follow topics I create and reply to" is checked
  + "How frequently to tell me:" is set to "Nothing[sic]" in the Github HEAD forum and "Straight away" in rc2, doesn't make a difference.
  + "Notify me of:" Replies and moderation

Same when I sticky a topic.

The fix for this issue has been merged & is available for download in the latest version over on GitHub.
