Edit and add to the agreement.txt that should be in the root of your forum. I find that the easiest way.

google adsense requires a published privacy policy / cookies policy.

I added it to the registration agreement like "Bigguy" suggested. To be sure that google could find it, I created a board at the very bottom of my forum - then created a topic for 'privacy policy' 'about us' 'contact us' etc and then locked them. I am too lazy to create a separate page on the website.

Putting it at the bottom of the forum means it will not be 'in the way' for regular users (who never read t.o.s. anyway :-) )
