When you go to start a new topic does it display the error if so can you provide a screenshot of the error or anything that could show us what is happening.
No error message displayed. after posting new topic, its just not appearing/its not getting created. however reply to topic is appearing fine.
Do i need to worry about this warning?
A cookie associated with a resource at http://google.com/ was set with `SameSite=None` but without `Secure`. I only asked before about posting some gif or something as if we could actually see you posting the new topic and seeing what actually happens we might see something going on. But that cookie error could be the problem. Have you caching enabled or not. Also have you ran all the routine maintenance tasks. There is a error thing there to pick up any missing topics or posts and could fix something with your problem.
And nothing in the error log?
Do you have error logging enabled you will find it in the security and moderation section in the admin panel.

I've run all routine maintenance tasks. Error logging is already enabled, but nothing is logged.
This time i tried creating some topic with Announce topic, its giving this error.
An Error Has Occurred!
The topic or board you are looking for appears to be either missing or off limits to you.

You only get this error if you haven't access to certain boards or posts and topic got deleted from an original link to the post which has since got deleted. When did this all happen do you have more than one admin also check the admin and moderator log to see if more than one admin changed something or installed a mod that might have done something. This all looks so complex you might need someone to take a look at it for you.
do you have a link to your forum? what does your error log in cpanel say?
