Title: 2.1 RC3 upgrade - Registration disabled

Hi,
just upgraded from RC2 to RC3, all looks good. Today noticed the Registration is Disabled.
When changing the setting (Method of registration employed for new members)  in Members/registration/settings, nothing is changed?
Any idea why?

Sorry for the delayed response on this. Are you getting any error messages? What happens if you go to .../index.php?action=signup?

using an outdated 2.0.x theme, or one that was not completely converted correctly
