Title: Character corruption in thread titles after 2.0.18 update

Hi, any help would be appreciated.

I have just installed the new 2.0.18 patch and updated my language files (I use the English UTF-8 language pack) and now it looks like the special characters  in thread titles are broken? I have gone through this (https://www.simplemachines.org/community/index.php?topic=572329.0) to make sure nothing had changed with the new update (I went through it last time I had a problem and it worked then) but to no avail.

Example of corrupted characters: 𝐃#119811𝐀#119808𝐍#119821𝐂#119810𝐈#119816𝐍#119821𝐆#119814

At the Version 2.0.18 UTF8 will be used as the default character set at the most cases. Maybe you have changed something, without changing the database to be ready to use UTF8.

Do you have the ability to look at your database with PhpMyAdmin? The collation for all tables must be utf8_general_ci to work properly with UTF8.
