I have looked through this forum and via google and researched through sometheme.index.template and a lot of compatible themes for SMF 2.0.18
however I cannot find where I can edit the menu

I'm fluent in several languages including php,mysql,css, html,java, and more.... ...but for the love of god how am I not seeing this?

Look for "all the buttons".
