There is, it's called running the upgrade process. See: Upgrading SMF (https://wiki.simplemachines.org/smf/Upgrading)
Is it possible to only upgrade the SQL database without having old SMF files?
You don't need the old files, you put in the new files from the upgrade package, fill in the Settings.PHP filed with the database configuration plus paths to things on the system and run the upgrader.
There is no other way to run the upgrade other than using the upgrader itself.

The old Smf files, as you put it, will be replaced with the new ones from the large upgrade package.
Is it possible to upgrade without having old smf files and only having the database because in tutorial it says this:
The SMF upgrade archive contains all of the files that need to be uploaded to the same location where the current forum is located, and overwrite all of the existing files with new files.
I already tried to extract the upgrade archive to new folder and just run the upgrade.php but it doesnt do or show anything as it seems it needs the old forum files to work.

You must overwrite your smf 1.1. files/folders with those of the large upgrade package.

It's possible, but you do need a working Settings.php with all the necessary settings to locate files and database.
