I believe I´ve found a bug. :-)
SMF 2.1.1, Chrome, default theme, english, no mods.
To reference a user by
@username doesn´t work in the PM editor.
Maybe it´s intentional behaviour?
It wouldn't serve much purpose to mention users in a PM.

Yes, but that's not the core functionality of it, just a small part of the whole.

Which would:
1. Notify the user that he/she's been mentioned, depending upon their settings
and
2. Give the member being notified a link to a conversation in their email that they can't get to.
That's if I understand how it all works.
@ member on their own does precisely nothing. You have to explicitly do processing for anything to happen, it isn't magic.
The post-processing on new posts looks for mentions so it can setup an alert, and as a courtesy after the fact it rewrites it into a [member] code to create the link.
You'd have to write new handling for PMs to do the lookup and conversion to the bbcode.
This is not a bug nor an oversight.
