Turn on maintenace mode in the admin panel in Server Settings.

Admin Panel->Maintenance->Server Settings. Tick the Enable Maintenance Mode and save the changes.
Regarding the upgrade, the upgrader will show the option to close off the forum in the list of options.
Or, if you really want to go to town, and stop anyone accessing it even as a guest: put password protection on the directory temporarily, and don't give anyone else the password until you are finished. ;)
(I used to get annoyed with every member trying to log in, and spiders trying to hit every link they knew about, while I was running updates.)
