You cannot view this attachment.

I haven't been able to reproduce this. 

This looks like there was an issue with the JSON conversion during upgrade, & it was left incomplete somehow.  If you fix the attachment directory, this issue should go away.

I am going to close this as we weren't able to reproduce.
