Once again,  you have posted a very vague description.
Upgrade from what Version to 2.0.19?
What mods? What themes?
How did you upgrade?
Forum url for us to test?

Agreement page remain.....  means what?
Clicking agree has no effect?
The agreement page reloads?

I agree with Kindred. It is very difficult to make sense of this. And not only this, but almost all your recent posts are very vague.

Anyways back to the issue, it does not recognize your members how?

God knows what you've done to your site. You've clearly modified the structure of the members table in a way that is not officially supported or recommended, you have more topics than posts.

And you have 30 members who all registered today so I'm not sure what issue with registration you have...

Next question: has your copyright been restored?

Copyright is present.

As are new members since I looked last, including one in the last 2 minutes.

I'm not sure there's a problem with registration. If there is, it's only the humans getting affected...
