How can I add a full logo at the top of the theme so that it covers the top completely?

Honestly you would just need to replace the logo with one of your own at the size you wish.
If you wanted to stretch it via css just add this to the index.css -
.forumtitle img {
width: 100%
}Just a heads up though, it won't look as good.
