Title: Cry Smiley in 2.0.19

The cry smiley code :'( isn't working for me in 2.0.19.  It shows as plain text.  If I revert Sources/Load.php to the 2.0.18 version, that fixes it.

Yep, known bug in 2.0.19.

Reported earlier here in the support forum: https://www.simplemachines.org/community/index.php?msg=4105755

But not here on the bug board, so it's valid...
