There is no script to do that, at least that I know of. However, you can do that by running a sql query. I don't have access to my installation right now to be able to look into this, but the table that you need is smf_user_alerts_prefs should you want to check it out for yourself.

That would be illegal in the EU and potentially a violation of the US and Canada spam laws.

You can not send emails unless the user has actively confirmed that they are willing to receive them.  In SMF, that is handled by requiring the user themselves to turn that on

As Kindred rightly says, what you are trying to do is illegal in the EU, the US, Canada, and probably many other countries as well.

Moreover, sending email announcements to users who did not ask for them will get your email messages flagged as spam. You will soon find that your email messages stop being delivered to recipients' inboxes at all.

Don't do it. It's illegal and it will only hurt you in the long run anyway.
