Some text editing options are a pain in the butt, like marquee and table insertion. How can I select which text options are available and which are not?

It depends on your version of SMF.
In 1.1, Admin -> Posts and Topics -> Bulletin Board Code
In 1.0, Admin -> Edit Features and Options -> Disabled BBC Code (comma separated)
