Ok I am new to php
Under the Members profile under notifications & Emails, I want all my new members to have "turn notifications when a post or reply to a topic" by default
also under the Personal message options I want "show pop up when new message arrives" and "save a copy in your inbox " checked by default
anyone know how to accomplish this

You can accomplish this by going to configuration - current theme(themes) - reset options - Reset all member's current options for this theme
