EmoteMaker is a handy little application which has a large database of emoticon parts which can be combined together to create an emoticon (http://tpvgames.co.uk/em) or emotion (http://tpvgames.co.uk/em).
These emoticons (http://tpvgames.co.uk/em) can then be exported in PNG, GIF, JPG or BMP (if your a nb j/k :p) There is even the possibility to create emoticon signs (http://tpvgames.co.uk/em).

About:
EmoteMaker (http://tpvgames.co.uk/em) uses a "drag & drop" orientated system, this means you click your desired objects, move them around the screen and place them wherever you want within the drawing area. This is useful for personal layouts of emoticons and better customisability. Firstly you will notice on the left hand side that there are several sections, these sections define the size of the emotes you are building (with exception to the animated section and external section). There are "Medium", "Small" and "Animated" objects aswell as "External" object which are explained further down. Within these sections you have categories such as "Eyes", "Faces", "Mouths", and more, this really depends on the type of objects you are in.
Recommended PC specs
>> Direct X 8.0 or above (MUST)
>> RAM (EM uses 18-25 MB during use so a 64MB RAM is minimum!)
>> Windows 98, NT, 2000, Millennium, XP, or later (Created and tested on XP)
>> 1.20Ghz Processor (not sure on the minimum so you may be lucky with a 100Mhz processor!)
>> Display 32-bit (16-bit works but is not so good)
>> 32MB Video Card or more
