It seems as if the 'Report to Moderator' function mails to all Global Mods too. Is that true/intended?

I think it was like that in YaBB SE too, although I'm not sure - half the time it didn't work in YaBB SE ;)

It mails the report to anyone who could solve the issue, moderators, global moderators, and administrators.
