Is there a SMF add-on's similar to the PHPBB "blank page" add-on, where just the header and footer are displayed, leaving the middle part to display large jpg's. etc?

Search for the static page mod.
If you want a portal, you can try Bloc's TinyPortal - http://www.tinyportal.net. He's made it so that you can customize an article to be a static page.
