Hello,

Is it possible to Downgrade or (Upgrade) from SMF 1.1 Beta 3 Public to SMF 1.0.7

Is it possible ? Can I make it via SMF 1.0.7 update package?

If you have a backup from 1.0.7 you can restore it. You cannot downgrade however.
Have you considered upgrading to 1.1 RC2?

Because I am using a portal version, which is compitable with SMF 1.0.7 .

So it is impossible

mkPortal also has a version which is compatible with 1.1 RC2. You may consider upgrading your portal, then upgrading your forum to 1.1 RC2
