Maybe I am really missing something but I see in the theme template the statement below. But then where does it actually show up. I have enabled RSS feeds but I don't see where they would actually be listed.

It's in the html source. There isn't anything visual.

I've already done something similar to what you ask.
I added a visual note when you enter to a board that an RSS feed is available.
in MessageIndex.template.php replace

A question, why there's not a TOPIC rss feed? I put ?type=rss;action=.xml after my topic and I just get the RSS feed for the forum the topic is in.

1 - Back it up!
2 - Edit /SMFDIR/Themes/YOURTHEME/BoardIndex.template.php
3 - Look for something like this (may vary depending on the theme)

4 - Change it to this

I thought I had a syntax error but I found it. The problem was operator headspace. Thanks!
For those of you who wish to use something else then the XML button, look into feed icons (http://feedicons.com/)
