Is there a way so that when a person adds someone to a usergroup, it shows up as the persons primary group, and not the secondary one?

!Hachi!

try this
Admin>configuration>current theme>Themes settings
at the bottom
Hide post group titles for grouped members?
Happy Ramadan

No, I mean if a person is added to a usergroup via the moderate panel, can that usergroup be made the primary instead of an additional one?

Bros,

There is no way to do this by default. I believe if the groups moderation finds the user has no primary group it will add it as a primary group unless the group is hidden.

The user has a choice though of any visible groups to change between them if they can manage their group profile.

Where would I set this option?

The option to change your groups in 2.0?

If any group is set to visible (edit the group and set it to visible) it automatically enables the option to show group membership in the user profile.
