modifying users online so only admins can view actions of members

I have seen something similar to what I am looking for in 1.1.x,  but not for version 2.
What I want to do is modify the boardindex.template so that everyone can see how many users/guests are online, and see the users active in the last xx minutes  BUT, have it to be clickable for admins only. I do not want the non admins to be able to click and see what the other users are doing.
Any help would be greatly appreciated.

You do this in the admin area.

Not like I want, unless I missed something. If I turn off view users online in the regular members permissions, they also do not see anything on the main board index.  I want them to see who is online, but not be able to click it to get the page view of user's actions.   

Sorry, I was wrong. I was looking at the wrong tab. I have too many tabs open.
