I'm sorry, I'm not sure what you mean by "install SMF > Create member  groups and permissions". If you mean defining other membergroups in SMF before converting, then I would suggest doing the other way around: first convert, then define additional member groups and set their board visibility and other permissions.

I want SMF into same folder after I delete vbulletin. So I can install SMF into 'forum2' folder and after import, I can rename it 'forum'?

Yes, you can. After you rename it though, you need to upload in your SMF directory the repair_settings.php tool ( What is repair_settings.php? ), run it from the browser, and check the paths on the page it will display. Make sure to change all ./forum2 related paths and URLs, to ./forum, then save the settings.

I converted all data to SMF. No errors so far.

But my problem is: In VB half of board users are in a specific Primary group 'Access level 2'. I created that group in SMF, but all converted members are 'Newbie' group.

I have 1200 members to change their group to 'Access level 2'. How?

Is there something specific to the "Access level 2" group that distinguishes the members from others? Like, is it a postcount-based group for users with more than N posts, or anything that may help select the members?
