Editing posts in read-only forum

I have a forum that is set to read-only, yet a non-privileged member has been able to edit their posts in this forum.

Why is this? What other exceptions to "read-only" exist?

Read-only just means that you cannot post/reply unless you are an Administrator or Moderator. Anything else, such as editing/locking/merging/etc still apply.

That doesn't seem logical, but OK. One would think that "read-only" truly means read-only for non-privileged members.

Where do I submit a request for change?

Actually you have complete control over this using the permissions systems.
