SEO for My Forum and Blog

I hope I am in the right forum. If Not, Moderator please Move thread.

I have Simple Portal, SMF, and Wordpress installed and configured for my SiteGround website. I am new to SEO I read the tutorial. In my main Index html I put in the following and am not sure that it is the correct syntax. Can someone help me with this? Below is a copy of my Index html file.
