What is the difference between this two topic url?

Hi I posted similar thing today but for any reason know to smf, my posted was deleted.

Please what is the difference between 1. /index.php?topic=714.0
And
2. /index.php?topic=1045.msg4320;topicseen#msg4320
Please someone should clear me. My url started changing to the second option above. Thanks

the second url will direct a user to a specific post in a thread and not just the thread in general. also as i posted in your other thread that thread was deleted as a duplicated thread/issue.
