So I am an administrator for a forum and I was wondering how to make a shoutbox which uses irc?

Add a webchat :) Like PJIRC.

That does not work with anything newer than 2.0 rc1

You can adjust software like that to your needs :)
Alternatively you could try to see if someone wants to help you out with that in the mod section. :)
