Moved site to a new server, encountering some issue...

Hello all. My apologies in advance for these questions, but I'm kinda stuck here.

I switched hosts and had the files and database migrated by my new host.
When I 'ping' the site it shows it;s coming form the new host... good right?
Well, in the admin backend I'm trying to change the database path,  They don't stick.
I tired changing the database paths in settings.php file and while the changes there remain, they do not change in the admin back end.
Also, I changed the attachment path and the avatar path in the admin back end, while the path remains as I changed it to the title of the setting, "Attachment Directory" and "Avatars Directory" are in red. Presumably because the database paths haven't changed??
Lastly, when I go to Admin > Attachments and Avatars > File Maintenance: I get an error message saying "Cannot access attachments upload path!"

I can;t help but assume these are all related.

I do hope that wasn't too confusing and look forward to any help you can offer.

Thank you for the welcome and the tip.
I uploaded the file but its returning a 404 not found error  :o

Make sure you have uploaded the repair_settings.php file to the same place on your server where Settings.php is and that you are typing the correct path for it in your browser.

Did you kept domain name?

If so, you might need to wait some time for complete DNS propagation

Also, if you still can access your old host, shutdown everything: delete forum files (backup, of course) and the database. It might happen you are accessing the old site...

Yes, I put the file in the same directory as settings.php

Yes, kept the domain name. Actually had that moved also to another registrar.
I just contacted my old host to see about removing those files/database. Waiting for his response. It does seem like a "confusion" somewhere in cyber world.
If I ping the site from www.watchmouse.com it returns the new IP, if I ping it from my computer it returns the old server IP.

Usually DNS are fully propagated in max. 24h

Thank you, My old host did remove the files/database... at the moment it's redirecting to another site I still have with him and not to the new host. I figure that's because they both shared an IP. Hopefully when the DNS fully propagate this will finally work.
