Hello there, I don't even know what the real name for them is  :o On the right hand side on this page or any other is a bar with arrows for up and down, sometimes they are on the bottom as well.
Anyway, they have appeared in some of my members profile, next to their avatars. Not all of them, but about 50-60%. There is no patten to anything, like some having certain contact options, signatures or whatever.
No one has meddled with anything, they have just appeared.
1.1.19 package.

They're called SCROLL BARS and usually appear when the element of a web page cannot fit into the allocated space.

Do they disappear if you MAXIMISE your browser?

Do they disappear if you reset the ZOOM by pressing "CTRL + 0" (zero)?

There's a minor glitch in the CSS that causes IE8 to display scroll buttons next to various items, mostly in ACP, when 'Larger' or 'Largest' text is used.  The buttons are animated (move when you click on them) but don't do anything.  Don't know if that's what OP is describing.
