Calling attachments from another domain

Hi:

I need some "orientation" about which functions are needing to use in order to call an attachments from another site, and validating an user.

I mean, I am thinking about to make a simple script to download an attachment from another site. But I don't understand how to call an attachment validating an user who have download permission on my forum.

Some idea?
