How to submit a review of a mod?

I wanted to submit a review of a mod

and it states:

I have done so (on all three counts) but can't seem to find any way to create/submit a review, which I'd like to do.

I believe the Cust.Site is a bit of a work in progress still, but that's a very good question - I couldn't figure out this either at the moment.

System requires from us to download and to install and then try it and then to try to post review which seems to not be possible. For example, I already downloaded many mods in past and it is not possible to download them, also downloaded this mod just to see if it unlocks ability to review, but no.
Maybe SMF actually detects and locate what we do after downloading mod and where we are using it (just joking on this)  :D
Reviews should be available to everyone - members with some amount of posts for easier moderation. Many of us tested so many things, had different ideas and we can post similar mods in review and other useful info there.

Ok so now few minutes later after downloading this mod, it unlocked option to review, but that means I have all over to download/delete next mod that I want to comment.

I really think now that after downloading mod, SMF is following where the mod is installed.

we dont track where any mods are installed. we dont track where SMF is installed unless you opt into the stat collection and even that does not actually track your URL.

The amount of tracking done is very minimal.  Mostly this is used for popular customization information.  The review limitation is a good attempt to reduce spam bots or other abuse of the review system.
