Vietnamese string error

After upgrade to version 2.1.2, I use Vietnamese language package and get this issue.

This is probably due to outdated strings in the Vietnamese language files.

I just inspected the Vietnamese translations and there are definite issues.

There are some strings that were clearly double-utf8-encoded.  And there are definitely some non-printable binaries in there as well. 

Not sure how this happened, but it needs a scrub.  These issues go all the way back to the initial CI load.

For now, it may be worth it just to go in & remove clearly borked translations (from the translation as well as TM (translation memory) so it will never get reused).

EDIT:  I just looked at a few other languages, Thai, Japanese, Chinese, and all look good.  This issue appears to be limited to Vietnamese.
Address the process rather than the outcome.  Then, the outcome becomes more likely.   - Fripp
