from where this error?

yes sure i am use install pack from our download page
but there is no .sql files

So you have .sql files on server?

What did you used to transfer installation pack to server, ftp client? I would try to re-upload the whole pack again.
I'd also try to check chmod for files and folders and double-check if everything is okay on that end.

Looks like we indeed have some problems with the pack and .sql files are not included for some reason.
I'd suggest to get install .sql files from github and include those in smf directory on server:
https://github.com/SimpleMachines/SMF/tree/release-2.1/other
