Adding Members to Test Installation

I finally got all my issues with moving my localhost forum from MSSQLS to MySQL.  I've reinstalled the forum and added the Gallery Lite mod package and have uploaded images to the gallery.

To further test the implementation before uploading the forum to my webhost, I want to add several users and send messages and test functions.  I added myself as Admin and added an entry for my spouse but when I tried to add more entries I received a message to the effect that I could not add multiple entries from the same location.  I think there might me an SMF option to allow me to do this, but I cannot find it.  I was told by ChatGPT that as a logged in Admin I could find Configuration > Security and Moderation options where I could make a change.  CGPT couldn't tell me how to navigate to that set of options.

Does an option exist that will allow me to set up a number of members for testing?  If so, where do I find it?  I'm so new that I'll need explicit instructions.

Configuration > Security and Moderation is from 2.0.  In 2.1 you can look in Server Settings > Security, but there isn't an option to allow multiple registrations from same IP.  If you're using a VPN you can change your IP and clear browser, that should allow you to register again.  It's a basic security feature, I don't believe there's any way to disable it.

You as admin should be able to manually add as many users as you want, through Admin -> Members -> Registration -> Register new member. The limits are in place for regular registrations, to make automated registrations more difficult.
