Email Your Members

SMF Version: SMF 1.1 RC2
before I install SMF 1.0.5. version.In the admin section has "email your member" section .It mean we can email to all our member when we need,but when I install version 1.1RC2 I didn't see this feature.How can I get this feature.If this feature is hided,then how can I get it?
