Update from 1.07-1.1 RC2 403 error

SMF Version: SMF 1.0.7
I had no problems with 1.07. Tried to install 1.1 RC2 and all I get is a 403 error. I can't get my index, upgrade.php, or even repair_settings.php to run with out this error. I have my file attribs at 777 , and tried both 666, and 777 for settings.php, and settings bak. Not sure what else to do here, I've blown 2 hours on this, and haven't managed anything to budge. Please help, thanks

It may be a problem with your current host as 403 sometimes occurs to mod_security being installed.
