Couple of questions...

1. How do I get those checkboxes next to all the topics that make it easy to move or delete topics?

2. Is there any way to limit the amount of topics that a mod can delete per day?

The reason I think a feature would be useful is that it would keep a disgruntled mod from deleting all of, or a huge chunk of the posts in a forum before getting caught.

Just make sure you don't have any disgruntled mods.
