Mods?

I was told I need to turn of mods to install a new theme.  My webmaster said that we don't have any mods.  Is this true?  Does the default SMF not have any mods? 

Second question, I think I read that I need to delete any themes before installing a new theme.  Is this true?

The only part that is true is that smf comes with no mods.

You dont need to uninstall mods/themes when you want to install new mods/themes
