Problems with install.php

SMF Version: SMF 1.1 RC2
This is a problem with both SMF 1.1 and SMF 1.0.x that I am experiencing.

My host has disabled php, so I manually chmodded the files requested in the first stage of installation. SMF accepts this and moves on.

When I come to the mysql information page, I fill in my information and click submit only to be thrown back to the same page with the default values.

I realize people have experienced this before, but I am unable to solve this.
