Can topic posts first be authorized before going public?

Hello all;
I've been busy for close to a week now trying to find a way to have a controlled discussion forum. Due to legallities, a topic and all comments on this topic, needs first to be approved by the Moderator, before it is posted by the system for public perusal. Can SMF do this? If not, please someone suggest a PHP based solution to this cactus... oh yes, uhm OpenSource as far as possible... you know the poor man's choice  ;)

At the moment there is no way to do this but the next version of SMF the one being developed after 1.1 will have this.
