Quick reply is still there, but it is collapsed, instead of expanded. So I think this is not really a bug. Maybe the description in profile should be overworked.

Since it is collapsed I'd almost remove the option in the profile.

I qouldn't remove it, I just would change the description to

"Show collapsed quick reply on topic display"

or another option would be to have a drop drownbox

- show collapsed quick-reply
- show expanded quick-reply
- don't show quick-reply

Last one could still be useful for Modem Users. Who can save some bandwidth with this option.
