Can I convert VB theme into SMF theme,

As with IPB, you will first need permission from the author. And unless you have a good knowledge of php, chances are slim you can do that.
With an underscore. Because the one without an underscore's taken.

there is a vb based theme already Here im thinking its for a 1.0.x forum
