Lag issues (Please move to performance)

Please can anyone advise me on how to resolve this?

I have some issues with lag, and I am told it is because of the bolded items here:

Any help appreciated, but I may need it explained in lamens terms as this is all new to me.

Your lag is hightly unlikely to be down to your MySQL config.

OK, I have no mods, I'm running 1.08, I have very few members and <600 posts. Not sure how to go about getting other information.
