Need to fix the size of two things

I seem to be having a time trying to fix two things. The first one is I put a picture in the background of the header and I can not seem to get it all to show up. It cuts off about a third of the bottom (if you look at the site you will see a blue line across the top of it, the blue line should also be at the bottom in reverse and a little bit of the picture is missing also.

Second is the pages does not fit right. I have a scroll bar at the bottom to see just to see a tiny piece of the page and then the it runs off the page to a white section for another 1/2 inch. None of other site I visit do this. Can it be fixed?

With help from another topic and a little tinkering myself its fixed. I cant take credit for the background picture thing (but it helped) but for the page run off here is my fix. Don't get on me to hard. I never seen code until 5 days ago.
