Parse error during upgrade to RC3

SMF Version: SMF 1.1 RC2
Hey there,

I'm trying to upgrade from 1.1 RC2 to 1.1 RC3.  I've uploaded all files and gotten past the upgrade.php screen where it says things look good and to begin the upgrade.  Now I'm getting a screen that says:

Parse error: syntax error, unexpected '<' in /home/(myusername)/public_html/(myboardname)/Settings.php on line 29

I've opened the file and the only <'s I see are one at the beginning before the ?php and two 'br''s.  I tried deleting the line breaks but that didn't help.  I tried deleting that settings.php file and renaming my backup file back to settings.php but that didn't help either. 

Can anyone help?

Since settings.php is a sensitive file, could you pm me the contents of the settings.php file.
