register new member admin option

hello. i noticed that when i change the "Method of registration employed for new members" option to "Member Approval" the option to "Register New Member" disappears from the admin control panel. is there any way to prevent that from happening and still require approval for new members? thanks.

It's still there if you go to the registration management area.
