I have SMF 1.0.8 installed at the moment. but is SMF 1.1 RC1 (In the download section) better then 1.0.8?

if your looking for better 1.1RC3 is the one you want to do comparisons on.
1.0.8 is the latest stable release.

1.1RC3 is the latest release candidate and if you upgrade, its the one you'll be wanting to get.

What is New in SMF 1.1

Its totally up to you if you want to switch to 1.1 or stay with 1.0.8.
1.0.8 is the stable release of the 1.0 line
While 1.1rc3 is very stable, it still contains a few bugs.
