blank install.php page on step one

After filling out the settings on install.php step 0 I hit Proceed but I get a blank page in FF and "This page can not be displayed in IE.  I have checked the permissions on that page and they are 775.  Anyone have an idea?  I have searched the forums but nothing I have found as helped me.

EDIT:
Ok wierd, like the 10th time I tried it it got to step 2 then when I filled out that information, and hit proceed I got another blank page.
