Help! why doesn't IE display this correctly

if you are using IE6, notice how the Quote button (to reply to a message and quote it) is off to the side and partly chopped off?  I can't figure out why.   if I log in as admin so all the buttons are there, the last button "Split topic" is chopped so I get :"Split top".

I tried stripping the code down as much as I can and still couldn't get it to display right.

Looks fine on Opera and Firefox.  html and css validate on w3c w/o error.

I figured out the problem: one of my style class used em units in padding.  Apparently, IE doesn't like it.
